Prime95 test with low cpu usage

So recently I built the new computer listed as

Gigabyte z170x gaming 7
6700k
Cryorig A80
32gb tridentz ddr4 3200mhz
A couple of ssd blah blah.

So I tried to do some stress testing to see my full load Temps before I overclock.

Tried Aida 64 and all prime95 test.

Running real temp I see my cpu frequency at 4.2 GHz, Temps are 55C but the cpu load is at 24%.

What the problem in here?
 


What I mean is that when you start a stress test like prime95 it asks you how many threads you want to run. You should be selecting 8 to get 100% cpu usage

I can verify all 8 are running, just tried it again. I used bios cpu upgrade for 60%. The clocked my cpu up to 4.5ghz. Run prime 95 again and I get again 24% usage at real temp with max temp 66C and frequency 4.518mhz. I think it is just a misread

Well new motherboards at z170 platform, more precisely my motherboard has 2 auto overclock modes. The performance upgrade and cpu upgrade. The first one overclock everything from ram to cpu and cpu graphics, the second only auto overclock the cpu. Clicking cpu upgrade 60% leads to 4.5ghz auto overclock. That's what I did in order to verify if the frequency will change on real temp.

I run prime95 with real temp, cpu z and task manager, prime 95 has been running for over 1 hour now with the real temp showing 4518mhz 60C average temperature but 24% load.

Cpu-z reads 4522mhz with multiplier 8-45 (so all running 4.5?)

Task manager shows 100% usage at all cores... It might be a miss read by real temp I think
