I was browsing the forum, would any of the $500 pc builds in the stickies be able to stream? I plan to be a YouTuber again so I need a pc and a capture card. I currently only use a Samsung Laptop which is beginning to show signs of every day use. The main two games for now: COD + Street Fighter V

Solution
Why the need for a video capture card? Are you not capturing video digitally? ...which can be copied over not re-captured.

If your not playing very demanding games it's fine. What would give more performance would be the GPU.
