CPU fan doesnt spin unless the system is booted in safe mode and restarted

I have recently been having issues with my cpu fan. When i turn my computer on it doesnt spin and after a while the system just shuts itself down without warning because of this.

However, i have found a temporary solution but i need to find a permanent fix. Currently if i boot the system in safe mode and then restart the computer a couple of times the fan spins. Im not sure why this is.

Do i need a new cpu fan or could it be something software/OS related?

UPDATE:
I have tried using a different fan header and messed with some of the BIOS options; no luck. I'm not sure if i'm just being ignorant but i couldn't find any smartfan options in my BIOS.

I have also now confirmed that it doesn't have to be rebooted in safe mode, the fan only works if i restart the computer multiple times, this leads me to believe that i need a new fan but i dont want to buy a new one if the same thing is just going to occur.

Any further help would be greatly appreciated.

FINAL UPDATE (Solution):
The stock fan was faulty, buying a new fan fixed the issue. Thank you all for your help.

I entered the BIOS and everything seems to be in order, what would you suggest i look at when in the BIOS?

Just for reference i use a GIGABYTE Motherboard.

Ok so in the BIOS there doesnt seem to be anything about smartfan, i have searched for it but no luck.

As for plugging it elsewhere, should i try the SYS FAN 1 port?

Most of the time the computer won't boot if nothing is plugged into the CPU fan header. It could be an issue with the motherboard, but I think its the fan. I would recommend just getting a cheap one, but you should try plugging a SYS fan into the CPU header and plugging the CPU FAN into the SYSTEM FAN header, to see if it's the header at fault.

I tried plugging the fan into the SYS fan header and the result was the same.
I have been advised to check for any Bad Caps as they could be causing some problems.

If some more cleaning of the fan and other analysing of the machine dont work then i will buy a new fan to test if it was just the fan that was at fault.

EDIT: Another component that could be at fault is the PSU. Is this likely to be the problem?

Since it's the fan shutting down that causes your PC to shut down, I don't think so. If you had your computer shutting down randomly, or when put under any increased load it could definitely be a possibility. If you have a spare PSU you could try it, otherwise check the capacitors and maybe buy a new fan.

Ok, thank you for the help. I will check the capacitors and try some other fixes.

I will post an update here when i get a result.

UPDATE: I have checked the capacitors and they seem to be ok. I renewed the thermal paste and cleaned the machine with compressed air, in case there were problems with dust. This helped the system run better but the problem with the fan still persists.

My next step is to buy a new fan since that seems to be one of the last solutions i can think of. I just dont see why the fan works perfectly after multiple restarts.
