Black Screen When Using GPU

So I've had a ton of issues with my PC. i5 4690, Radeon 270x. A few months ago I started getting grey screens and red lines across them while playing games. My PC immediately went to shambles, it was probably a virus related issue; having been locked out of every administrative command and given errors about every device on my PC. Sound and Ethernet drivers were all uninstalled and locked out permanently, not even a device for them in the device manager.

So, yesterday I replaced the motherboard and did a system wipe with a clean Win 10 OS and motherboard drivers installed. An ASRock Fatality. Everything worked fine, got Ethernet working again, audio is back. The whole shabang. Everything's all good, and then I decide to put my GPU in. The Radeon R9 200 series (270x OC) and I get a big ol' black screen when I exit the mobo loading screen. I've done tons of troubleshooting, different things like msconfig and rebooting under safe mode (I get display under safe mode. But Intel Graphics doesn't display in device manager. BIOS already has PCI-E on priority.) also tried putting it into a separate PCI-E slot. Note, I just received this mobo in the mail from Newegg yesterday, and installed properly yesterday. Does anyone have any troubleshooting assistance or advice to take on how to get this GPU displaying properly under normal conditions?
