Out of 4GB RAM only 2.85 GB is usable!

I have Intel i3-2100 CPU @3.10GHz, 32-bit Windows 7 OS. I Have 2 x 2GB RAM, however only 2.85GB is usable. Can anyone help!. Thanks!

There are several things going on:

1) 32b vs 64b Windows. 32b windows recognizes a max of 4GB, of which 3.2gb (approximately) will be available. That is a fixed and unalterable limit.
2) hardware memory allocation. If you're using the IGP and not a discrete GPU, then a chunk of memory is being allocated most likely for the graphics. That is usually able to be set via the BIOS under the graphics section. Your setting for the IGP memory allocation might be set to 'auto' at which point it'll grab a few hundred MB for the IGP.
