It occurs every few minutes and will last ~15 seconds. There doesn't seem to be a direct cause, but something as simple as attempting to open the Start menu can take several seconds. When it does happen, if I click somewhere, the mouse cursor will change to the rotating circle icon and an active window will say '(not responding)'.
I have reset Windows 10 twice with no luck (both saving some files and deleting everything). Also at times, my desktop background will go black. After refreshing, some desktop icons will remain black around them. I have no idea what could be causing this. If I knew what piece of hardware isn't working, I would just replace it, but I don't know.
Any help is greatly appreciated.
