Best AMD GPU for its price

I'm planning on upgrading my good old setup with a new pair of GPUs, my current build has an R9 280X paired with an HD 7970 and I obviously want to get something that will be able to run everything better than what I already have can. There is no real price limit and I can go as far as paying for a Pro Duo. Also, no nVidias, mostly because I have a personal preference for AMD, but also because I have a FreeSync display.
 
The HD 7970 GHZ ed or R9 280x in crossfire will be a bit more powerful than a single RX 480.

...BUT...

You are using WAY more power, generating WAY more heat, and definitely more fan noise.

So it's a trade off.

Personally, I would wait to see if the RX 490 is comparable to a GTX 1070 or 1080. If so, get a 490.

I'll just get 2 RX 490s when they come out. For the power thing, I have a 1000W PSU that used to run a horrifyingly inefficient setup before without any noise. TBH, the fans on the 7970 and the water cooling are far more annoying than the PSU, hell, I can't even hear it.
Also, I already had an opinion, I wanted to get 2 RX 480s or a pro duo, but I wanted to see what others think, and now I'd rather get the 490.
