PC wont turn off after shutting it down

Hello

So my pc wont turn off when i press shut down (this all started after i upgraded my CPU), screen goes blank and pc just keeps running.
yesterday i waited for 20 minutes if it would turn off, but well it didnt...
I checked my power settings and everything was fine there
I also did windows update
Updated motherboard BIOS and chipset

PC specs
Intel core i5 3450
ASrock H61M-HVS
Sapphire radeon 6950 2GB
Windows 8.1 64bit
Nexus RX-5300 530W
8GB RAM
 
I would hold the power button in until it powers down. Then boot into safe Mode (F8) and run Task Manager and see if there's a program that keeps running after shutdown. If not then try it with normal boot to Windows. Removing or replacing the offending program should fix it.
 


When you upgraded the components did you perform a fresh install of the operating system? Was the motherboard replaced too?

If you didn't do a fresh install of the operating system Windows may now be confused about which power states that the new CPU is able to support and won't be able to perform a proper shutdown.

No i didnt replace motherboard. And i did fresh install yesterday but it didnt have any effect
 
Run a Command Prompt as Administrator. Enter the following command:

powercfg /requests

This should list all of the current system requests being made by various applications that may possibly prevent the computer from entering sleep mode or powering down.

Entering the following command:

powercfg /devicequery wake_armed

should list all of the devices that may prevent the system from entering sleep mode or powering down. "wake on LAN" is a usual suspect.

So this is what i got in cmd when typed those in

C:\WINDOWS\system32>powercfg /devicequery wake_armed
HID Keyboard Device (001)
Realtek PCIe FE Family Controller
HID-yhteensopiva hiiri (001)
HID Keyboard Device (003)

I unplugged all of those devices and tried to shut down my pc but screen goes blank and pc keeps running.
 


Is Wake On LAN or Wake On Magic Packet turned off in the motherboard's BIOS setup?

When you performed a fresh install of the operating system did you install the latest Intel chipset driver?

Sorry for late respond
I wasnt able to find the Wake on LAN or Wake On magic packet from bios
and i did update chipset drivers after fresh install
