All fans and leds turn on (including mouse but not keyboard) But no signal

I recently built a new PC. However the other day I walked over to it, It was on without me pressing the power button (Power button has an led in it) . I thought it was asleep so I pressed the power button to turn it on. Nothing happened for 15 seconds just a blank monitor. So I tried it again...no luck. I held down the power button till the led turned off. After that I pressed the power button all the fans spun a little bit but didnt stay on. Only way I could keep the fans on was pressing the power button four times in a row. No leds however. I took it apart and reseated the ram (had this issue before on a different pc) Now all the fans and leds turn on when I press the power button but theres no power to the keyboard but there is to the mouse. I cant seem to figure out whats wrong with it.

Tldr: All fans and leds turn on including the mouse but no keyboard and no signal.

How long have you had the system? Is you computer turning on but your just not getting a signal to the monitor? Try reseating as many things as you can think of. Graphics card, Video cable, USB cables, anything like that.

Ive had it for about one or two months now. The only thing I havent tried reseating is the cpu.

If you can get the bios open check the boot order. It shouldn't matter but try to see anyway. If you haven't yet do a complete PC flush. Turn off PC, switch off psu, pull out power cable. Then hold in the power button for about 10 seconds. Replug everything in and see if it works. This usually can fix some common signal problems. Hope this worked *fingers crossed*.

Ive tried almost everything but I appreciate the assistance :) I cant get a signal to the monitor so I cant get to bios. Im starting to think its either the mobo psu or the ram...there may have been a surge I was unaware of. Any other ideas?
