Same problem as previous post, wondering if OS effects anything

I realized this is the same problem that I am having. The writer says he uses windows 7 but I use windows 10. Wondering if this will affect the issue.
Note: I would like to buy the ram recommended by the user in the other post

I'd give the NT DRAM a shot, may still have some problems with Win10 as the mobo/CPU is older and they prob don't even have Win10 drivers for it
