ok so more info:
Optical disk doesnt work so i couldn't boot from CD too
i connected the troublesome HDD on my Desktop and did a format also deleted all partitions and expanded the disk to its maximum memory to "feel like its new " and fresh installed the OS but this didnt work either same error again
lastly i burnt a usb with the OS .iso and istalled windows and finaly everything seems ok.

*i knew disc is not corrupted cause it worked in different laptop
*this Bios version dosent have CMS or safe boot option

hope someone find this usefull cause it took me 5h+ to fix it
sorry for my bad english
