Disk at 100% tried everything

Disk at 99-100 percent constant.
Tried everything. Startup takes forever. I can't even use my browser to type this.i disk fragmented, removed programs, disabled super fetch and a few other things. I tried multiple things. What else can i do? I have windows 10

Having in mind everything you've already tried it doesn't seem like it's OS related and it could point to a possible drive issue. However in order to be able to determine that for sure, I'd still advise you to go through the diagnostic tests and share the results.

Another option would be to get in touch with the HDD manufacturer's customer support and ask for additional info.

You could also try the drive with a different SATA port and different cables, to see if the issue still persists, you could also give it a go with a different computer as well. Try disabling Prefetch, Windows Search and BITS (Background Intelligent Transfer Service) as well.
Backup your data if possible and download the HDD manufacturer's diagnostic tool, to run the tests and see if anything alarming pops-up.

I did disable all those already. Worked for a few mins then backup. I have so much disk space left idk why its acting up. I have ccleaner run it found nothing. Windows defender is taking too long to scan

 
I see, well give it a go at least with the other suggestions, to see if anything changes. If you're unable to perform the long/extended tests with the diagnostic tool, try the short/quick ones at least, to see if there's anything out of the ordinary. Check the drive's SMART data as well.

I just did a fresh windows 10 reset. Computer will be good for like 2 minutes then go back to being super slow because of 100 disk usage. I even redid all those methods. Still slmthing wrong
