chasis fan ( molex, not pwm ) start only if i give him a little impulse. the fan got a problem, the conectors are broken, or psu is cheap ( chieftec iArena gpa 500s8 ) ?
 
Solution
The starting voltage required is usually a little higher than the minimum run voltage. It is normal. You may be able to increase the minimum speed in your bios or other control software. If your PC warms up then more RPM for cooling will be commanded and it will run.

Edit: Just noted you said Molex. That would be a fixed voltage. It should run all the time at maximum speed. Replace the fan.

If you remove the label the bearing will be visible. A single drop of oil (light oil; i.e. 10 in 1, 3 in 1, motorcycle fork oil, 2 to 10wt), and most of that removed with a Q-Tip or paper towel, may repair it. The bearings can get dry and have friction.
