Stuttering in games & on desktop with new GPU and Ram (GTX 1060 & FX 8320)

Yesterday I installed a new graphics card, the GTX 1060 along with 16 GB of Corsair Vengeance ram. I uninstalled my old drivers (for the R9 270x), installed the new card, then installed the Nvidia drivers. At this point I was really excited to try out some games. Before getting to them though, I noticed how my computer was running slightly slower than usual and steam would screen tear when scrolling through the store.
Edit: When moving things around on my desktop, I notice the stutter too, and my GPU usage goes above 50%. Is that normal?

[strike]Battlefield 4 ran on Ultra, V-sync on at 60fps and it was smooth as butter.[/strike] Retested and that is not true, stuttering here too.
Rust at 60fps was stuttering, or being choppy when I would run around and move my mouse, same with The Forest. When I turned down my settings to the lowest on The Forest, the choppy/stuttering stopped.

Hardware that was replaced and changes I made to my computer:
1)Replaced: MSI R9 270x 2gb OC edition for a GTX 1060 6gb
2)Replaced: Corsair Vengeance 2x4gb ddr3 for Corsair vengeance 2x8gb ddr3 @1600mhz
3)Overclocked my CPU from 3.5Ghz to 4.0Ghz a day prior to the installation of the new card.
4)Increased my Ram frequency (is that the right term?) to 1600Mhz from 1434 Mhz.
Note: Prior to my overclock, AMD Turbo was on, autoclocking my CPU at around 3.8Ghz, and my ram at a lower frequency than 1600Mhz, somewhere around 1434 if I remember correctly. I don't know why this was on, but I have never touched the bios before.

AMD FX 8320 OC @4.0 Ghz
Gigabyte GTX 1060 Windforce 6GB
2x8GB ddr3 @1600mhz Corsair Vengeance ram
Corsair 650w Certified 80+ Bronze PSU
250 GB Samsung 850 Evo SSD
1 TB WD HDD (how could I have forgotten to mention this?)
Win 7 64 bit
BenQ GL 2460 1920x1080 60hz

Before buying this card, I asked about bottlenecking, because I hear people talk about it often, but users on my first thread said I should be fine for the games I wanted to play. Is it possible that the games that were stuttering are more dependent on the CPU and causing problems? With a tight budget upgrading is going to be very difficult for quite some time. I have no idea what to do, and I can provide whatever info is needed to determine my problem, but I am not the most computer-savvy and I may need a little bit of extra steps compared to other users who frequent this forum.

Your without a doubt getting a bottleneck. But it's to be expected on a CPU that's over 4 years old.

BUT, you should NOT be getting stuttering. All bottlenecking does is lower the frame rate, rarely does it ever increase latency/stuttering.

First off, check to make sure your BIOS is up to date and your CPU overclock is rock solid stable.

Thank you for your reply. How can I verify that my BIOS is up to date? And if it isn't up to date, how can I update my BIOS?

As for my overclock, I'm a beginner when it comes to that too but I followed a guide to the letter, stress tessed with Prime95 for 3+ hours and made sure my temps weren't getting into dangerous areas.

That's a great idea, thank you for your reply. I will try this. Do you recommend I just reset my bios to the default settings and that will clear my OC?
 


Yep default settings will clear your overclock. I suggest you leave it at stock anyways so we can make sure that's not part of the issue.

As for BIOS updates, run CPU-Z (download it off google) then once installed go into the "mainboard" tab and then the BIOS category.

Then go to your motherboard manufacturers website, put in your motherboard model in the search and then go to the download/support tab. The rest should be self explanatory.

If that doesn't work, I suggest you use filippi's suggestion.

Alright, so I downloaded CPU-Z and noticed that my bios version is out of date. Version 1903 and the most recent one is about 5 updates ahead. I downloaded the file, it came as a zip file and the only file included is a .CAP file. I've never seen this type of file before, am I supposed to do something related to "flashing?" I remember reading from somewhere that Bios updates have to be "flashed" and there is a utility in my bios called EZ flash.

I apologize for the possibly silly question that I ask, but how do I proceed?
 
Your fine, that's why were here. :)

1) Put the .CAP file onto an EMPTY USB thumb drive.
2) Boot into your BIOS and look for a BIOS flash tab or something like that. If your having trouble with finding it, look on youtube for help.
3) Load the CAP file onto the flash utility in the BIOS, and everything else is self explanatory.

(BTW...You can flash it in windows itself. But doing it in the BIOS is much easier and is more reliable.)

Thank you once again. When I tried flashing, I got the message "file is not an EFI Bios!" Did a quick search and found out that my USB has to be formatted to Fat32, mine was NTFS. So I'm currently formatting it, and it's taking a while because I didn't quick format. I'll try flashing the bios again once it's done and let you know.

I flashed the bios successfully and they are now up to date. I tried up Rust and it's still doing the same thing :/
Next up on the list is trying fililippi's solution, changing my ram for the ram I used to have.

I have another question though. I don't think I've ever really downloaded anything from my motherboard's website in terms of drivers, hotfixes, etc. I did use the disc that comes with my motherboard after installing windows 7 on my SSD, but I can't recall ever downloading the other stuff on my manufacturers webpage.

So could it be that I'm missing drivers for my motherboard? Or even other components? Like, how do I check to make sure I'm up to date for all of my drivers? (I'm currently sure of Nvidia's because I got them yesterday.)

Edit: Found out that my ram was put in a way that is unrecommended. Replaced that ram back with my old ram, using the recommended setup for having 2 sticks. DIMM_A2 and DIMM_B2 instead of DIMM_B1 and DIMM_B2. My computer does seem a lot faster, at least it isn't slowish anymore.

Steam still screen tears at the bottom of the screen when scrolling through, and those games still perform poorly. It's as if I get a split second of lag, or things will shake/move a little whenever I look around or run. It's so bizarre., even on 60fps these things happen. I've had screen tearing before and it doesn't look like that's what 's happening when I play games.

As far as I can see, everything seems to be up to date in device manager.

Yup, default clock speeds, 3.5Ghz. I can check my ram speeds in the bios if needed, but they are probably running at 1600mhz, as they should be.
 


Hmmm. Now it's on to the experimental stage. :p

Try overclocking to 4ghz again and see what happens.

Do you know what model PSU that corsair is? CX?

I can definitely try that, but it'll take me a while, even with following the guide because I'm super paranoid about making sure I follow the steps. But I will give it a shot soon.

Edit: [strike]After updating my bios and restarting my PC, i no longer get the screen that says "Press F2 to enter bios" and my PC automatically starts windows. Why is that happening? Is there another key I can press to enter my bios?[/strike]Nevermind, my PC was booting so quickly it was skipping that screen I think. I managed to get in and OC to 4.0 Ghz. Just stress testing for heat on Prime 95 at the moment. Should I also give it a stress test for let's say 3 hours using 75% of ram after I'm done this 10 minute small FFT stress? (Just to make sure my OC is stable)

Edit, because I really like making edits it seems: I have to run some errands and I may not be back tonight, but I will continue troubleshooting whenever I can. After school, before work, etc.

So I woke up this morning after leaving my PC on sleep mode for the night, and I had a message when I turned on my computer saying "windows recovered from an unexpected shutdown." I haven't tested my OC with Prime95 yet, could it be that my OC isn't stable at 4.0 Ghz?

As for the games, nothing has changed yet, and steam is still screen tearing.

BIG EDIT: I have hardware monitor open, and just dragging a window around my desktop will use 52% of my GPU?!? Is that normal? I feel like my GPU shouldn't be using half of it's capabilities just for that. It was also stuttering, so it seems like it isn't only in games.

Yeah I know it is, I was watching HWMonitor as I was moving windows around on my desktop. It got to that high, and when I stopped my GPU usage went back to what it shows for current usage :s

I will do what you suggested anyways when I get home. It will most likely do the same again though. If it does, would this indicate that such high usage for a small task like that is an issue with the GPU itself?

Just use default settings w/ cpu and RAM clock until you solve your problems (unexpected shutdown, abnormal gpu use, stuttering, etc).
Sometimes RAM speed is not ideal but the motherboard need it that way to stable operation.

Thank you for your reply, I will do that. If it is of any help, I did revert back to default settings and everything stayed the same. But yes, sticking to default settings and not OCing until I solve my problem can't hurt, and it may help narrow down the causes. Will do this when I get home in a few hours.

Just got home, put my bios settings back to default, ram and all other frequencies set to auto. I'll keep trying whatever suggestions you guys have for me, and if none of them work I'll try a fresh installation of Windows 7 on Monday (I work using my PC today and on the weekend so I don't have time until then).

Is there anything else I can try before I re-install windows 7?
