Have tried everything and VANILLA Skyrim still has all purple textures, please help!

Everything in my game are the "purple textures" and I dont know why. I used to have mods and I played just fine with them, but after taking a break and coming back to the game with NO MODS and a FRESH INSTALL everything is purple. The vanilla game doesn't even have any textures, is what it seems like. And yes I have verified the integrity of the cache and re installed. At this point I have no idea what to do because everyone just says the same thing on the internet when I look it up. Any suggestions, besides reinstalling and verifying the game, would be helpful.

Also its not a VRAM thing as it worked before and there are no mods now so no 2k-4k textures to load. And my specs are GTX 980 and i7-4790K with 16GB RAM so I am set on the hardware perspective
 
Solution
Delete the skyrim.ini and skyrimprefs.ini in your C:\Users\username\Documents\my games\skyrim folder. They sometimes don't get deleted even if you reinstall the game, skyrim will automatically create new ones when you launch the game. If you haven't already done that.

FYI: No point in doing a 'clean' install, as any day now in October they are releasing the 64Bit edition with all new textures, engines, etc. All the MODS won't work till they are run through the new CK and 'fixed'. Even just trying to add 'textures' or otherwise will have to be completely 'remapped' since the new 'path' to where the SKYRIM SE edition is stored is totally changed. So might just want to wait the couple weeks left and then move forward with Skyrim SE out of the box (so to speak)
