If you are gaming on 1080p or higher resolutions, then definately go for the upgrade, it's so worth it.
If you're gaming on 720p then you probably don't need the 1060, a 960 would be enough

Oh ok so even with the core i5 4590 it will be good wont be just scrapping by ?

You should be fine, the 4590 uses around 85w.

Your total system consumption under load should be comfortably below 300w.
