Watch Dogs doesn't utilize CPU & GPU - low FPS

My system specs are:
FX8320@3.5GHz
Sapphire R9 280x 1.15GHz
8GBs of DDR3 1600MHz RAM

When I play Watch Dogs I get around 30-45 FPS on high settings (altho it seems that this issue is regardless of settings) and my CPU and GPU doesn't get fully utilized (CPU only about 70%, GPU 85%)

I have the latest drivers and stuff and I can't figure out why it doesn't use my system more.
For any kind of help, I thank you in advance!

It pegs the crap out of 1 core to schedule everything for all the other threads in the game, and the single-core performance of the FX architecture is what's holding you back. If you were to look closely at CPU core utilization, you'd probably see CPU 0 or 1 at 100% usage while the others are at lesser %'s.

An overclock would help you out a bit.
