a few month ago my old gpu died.
i build a new one (gtx 1060), and everything was working fine. after a about a month my fps in games suddenly dropped and my sounds cracked. i reinstalled my drivers and it worked again. now i have the same problem again, but nothing i try fixes the problem. i even completely reinstalled windows, but it didn't help. the fps drop is around 75% (in gta V, from 80fps to around 18fps) and the sound crackling is now also outside gaming, watching videos and such as well.
i have no idea how to fix it.

msi comombuster stress test: pc freezes have to restart
intel diagnostic tools: all passes
memtest: pass
prime95: at least 1hour without errors
