USBs are not working after a power surge

All usbs on the desktop are not working. There are no ps2 ports on the mobo to try to get a mouse and keyboard working. The keyboard will not work in bios either. It appears that the usbs are powering devices as the laser on the mouse comes on but is unresponsive. Any suggestions? I believe the motherboard is fried
 
Solution
If the motherboard was fried, your PC would probably not even boot. but if you cant get a keyboard or mouse to work -- then it may as well be fried.

suggestions:
1) buy a GOOD surge protector
2) replace your motherboard
3) buy a GOOD surge protector

and before you ask, there is no such thing as a "good cheap" surge protector. a good quality one will save you from having to replace more than just your motherboard in the future.
