If I got a very high overclock on my CPU is it possible that my ram XMP speed might have to go a notch under my Maximum speed it has?
XMP 1, 2400mhz
XMP 2, 2133mhz

Solution
Well, both improvements will be next to none :)
The i7 guaranty that you can use your GPU to it's full potential even at stock clocks. Not to mention 4.5Ghz.
Faster ram can affect some games like GTA V, but again, it's very small. So 2133 or 2400 will make very small difference within few FPS.
And your system at the level of great performance. So if it's 70 or 72 or even 75 FPS, you will never notice it without FPS counter.

got my 4790k @ 4.7ghz and can't get 2400mhz stable not even with more voltage for the memory controller.
Using Kingston HyperX savage 2400mhz, screen freezes and then the computer restarts. I get into windows for like 3-4 minutes.

I hope that you are using only multiplier to overclock. messing with BCLK is not recommended as it affects many things in your system including RAM.
the memory controller is on CPU. so it adds additional load to run the memory on higher clocks. it is CPU, not the memory.
go back to normal speeds (or around 4GHz) and you can get memory to 2.4Ghz (probably even faster).

only using multiplier to overclock ;) BCLK is at 100 default. 4.7ghz @ 1.29v

than go to 4.5GHz and find the highest CPU clocks with memory clocked at 2400.
Though the i5 (or i7) is not really sensitive to memory speed. the caching algorithms do their job very well.
As a side note, performance deference between 4.5 or 4.7 is so small, that it's not worth it except "i have this big e-pin" :)

well what gives me most performance cpu +0.2ghz or +267mhz memory speed? in gaming
