So I bought a second hand r9 280x but one fan seems to be damaged and it's not really working, I tried witcher 3 and the card gets to 70 celsius. My question is: Is this a safe temperature? And what's the maximun temperature a card can handle?

Solution
Consistently ? If you're seeing 70'c at 99% utilization, there's no issue.

Usually, a 280x will exceed 70'C slightly when at 100% load with two operating fans.

Sounds like you've got a pretty good card there.

Max load temps can be safe up to 95'C I believe before throttling kicks in.
I wouldn't actually recommend running it that high. 80-85'C tops (at 100% load) would be fine for long-term use.

What kind of load was on the card when you were reaching 70'C? If that's at minimal load, and with only one fan working - you may be in for a few throttling/overheating issues.

The fan speed was around 40% one of the fans is practically not working, Is like the fan is not well posicioned in the card and touches the edge so spins slow
