Itunes Won't Let Me Update My Iphone IOS?

So, my iphone 5 is broken I guess and doesn't connect to my at home wifi, so in order to update the ios I have to plug it into my laptop and do it there, however, when I hit update a message pops up saying " A new Iphone Software version (10.0.2) is available, but requires Itunes 12.1.2. Would you like to download Itunes 12.1.2. now?"
I HAVE ITUNES 12.1.2, in fact I actually hit the yes download it button, and downloaded 12.1.3. Why does it keep telling me to download 12.1.2 when I had that, and in fact even upgraded to a NEWER itunes update.
I really just want to update my phone because I haven't in a long time... I have ios 8.4.1
Anyone help? I tried uninstalling Itunes then reinstalling, still not working.

I also don't know if this makes a difference but my laptop is currently running on Windows Vista, just putting that out there.

You may have downloaded the iTunes update but did you actually install it?

The update may still be in your 'Downloads' folder waiting to be installed, which is done by double-clicking the update file.
