Some types of USB devices won't work (repeatedly reconnecting)

For some time now I've had this problem - I'll try to be as specific and go back as far as possible, ask for info if I've left any out.

Certain types of USB devices, new and old, will not work on my gaming PC I built around 2 years ago. The 'essentials' (mouse, keyboard, headset) will work, however others such as webcams and external HDD's won't. I've bought 4 new webcams and, out of the box, none of them work, they all make that annoying 'da-dink' noise that Windows likes to make when a device is connected. Over. And over. And over, until I unplug it.

The strange thing is these devices seem to have power - all of my webcams I've bought that have lights on them have worked, but they are 'not recognized' in Windows. I've tried every device on every port - my essentials work in all ports, while the other devices work on none, and these are all devices I've tested on multiple other PCs.

There is a single way that I can make a webcam work, if only for a moment. If I fully restart my PC it will automatically download the drivers for it, as if it's the first time it's seen the device before. It will be usable for a seemingly random amount of time - sometimes 30 minutes, sometimes 7 hours, before I yet again hear the dreaded da-dink, and it loses all function, stating that the device is now unrecognized.

The random disconnect time would make me think it's a hardware issue, but none of my other devices are affected, regardless of the ports they're plugged into.

You may need to buy a mains-powered USB hub to provide sufficient power to drive webcams & portable hard drives.

That's what I did (my system includes 3 x portable hard drives), it solved the problem. Now I have plenty of power for any USB device which would otherwise have to rely on USB power, and that's often not enough.
