It is theoretically possible to connect to any PCIe slot but it doesn't fit correctly, but in theory yes.
You can't mix them together to increase bandwidth though, that doesn't work.
And yes, performance would suffer to a point of being a non solution to your problem.
A modern GPU requires 16 lanes of PCIE 2.0 to work perfectly. a 1/16th performance just doesn't make sense.

For gaming performance will suffer, and as stated before you cannot connect it to 2 1x slots only one of them.
