Frequent fps and cpu usage drops

I have recently added a 970 to an advent dt-1308 and it runs well. However, in GTA 5 my cpu usage will hover around 92-94 percent and then the fps will drop to zero and the cpu usage will drop to about 30 percent. I am not sure why this is happening and it would help if someone could shed some light.

Specs: I5 2310 2.9 quad core
Palit GTX 970
Corsair CX-500

Have you checked your temperatures? Use HWINFO and see if your CPU or GPU are overheating.

This sounds like heat throttling.

Only other thing it could be is your PSU which is known to be weak when using high powered GPU's isn't delivering enough, however that usually just causes crashes.

It happened to me while playing witcher 3. Apparently cpu usage goes to 100% momentarily, the game freezes, usage drops and comes back up at "normal" levels. There's a program that throtles the cpu by cutting off usage requests before they reach the cpu. It's called BES. You have to open GTA V first, then on the menu alt tab to the desktop and open bes. Select "Target..." and choose the gta v process. Then select "limit/monitor" and put the settings. I suggest 10% throtling and replacing the 200ms option with 40ms. Then just alt tab back to the game and play. Problem should be fixed now. Each time you open gta again, then alt tab and open bes aswell. Other than the first time, you only have to choose "Target..." and just select the gta v process since the configuration has already be done.

EDIT : GTA V is quite heavy on cpu, just like crysis 3, witcher 3, quantum break etc. and does benefit from more powerful cpus. Your current cpu is quite old and that's probably the reason why it happened to you aswell as me

This is a really bad idea. You are limiting CPU usage to prevent the CPU from doing what it does properly which is throttle because its overheating. Instead you are handicapping your games to run worse.

Proper cooling prevents the need for this.

This is a quick fix. And first of all it didnt happen to me cause of overheating. I mean come on, it's a second gen intel, no way this one is overheating. The settings i suggested are very specific, since if you want to throtle more, it becomes visible in game, with many stutters. My settings are not noticable at all. And this works. It's a quick fix. I know it's not the best thing for your cpu, but still he has a second gen i5, which probably will need an upgrade soon since it's just on the limit of bottlenecking his gpu

Your processor running at 100% does not cause it to throttle, however your processor running at 100% and reaching its thermal limits does cause it to throttle. Instead you are cutting CPU power down and while it will prevent that it also drags down game performance.

Downloading an outdated program from a russian website also isn't exactly the best idea for those whom like to avoid viruses and the like.

Its a band-aid, he needs to actually solve the problem.

Well that's annoying... After the restart it doesn't seem to be dropping fps. However, the GPU is steadily increasing temps as it start at about 45 Celsius and is now at about 56 Celsius. I'm going to play for a while longer and see what happens.

Hey so i'm not sure weather or not to start a new topic with this, but I was playing gta yesterday and all of a sudden it just drops to like a constant 5 fps. I clicked something as it happened but I don't think that is why.
Anyway, after that I was playing Skyrim for a bit and it was fine, however, after that I played arma 3 for a bit and the game would only run at like 5 fps and I have no idea why... Can anyone help?
