It happened to me while playing witcher 3. Apparently cpu usage goes to 100% momentarily, the game freezes, usage drops and comes back up at "normal" levels. There's a program that throtles the cpu by cutting off usage requests before they reach the cpu. It's called BES. You have to open GTA V first, then on the menu alt tab to the desktop and open bes. Select "Target..." and choose the gta v process. Then select "limit/monitor" and put the settings. I suggest 10% throtling and replacing the 200ms option with 40ms. Then just alt tab back to the game and play. Problem should be fixed now. Each time you open gta again, then alt tab and open bes aswell. Other than the first time, you only have to choose "Target..." and just select the gta v process since the configuration has already be done.

EDIT : GTA V is quite heavy on cpu, just like crysis 3, witcher 3, quantum break etc. and does benefit from more powerful cpus. Your current cpu is quite old and that's probably the reason why it happened to you aswell as me
