I must not be up to date with windows 10 games and what they are doing. I thought this game was windows 10 only?

Ok, just found this. The steam version only requires DX 11 so it will work on Win 7.

Well that is a question only Microsoft can answer. Quantum Break wasn't a first party title btw. Remedy is not owned by MS. But Forza and Gears devs are first party studios owned by MS.
