Should I return my PNY GTX 960?

I recently purchased a PNY GTX 960 that I am using in a custom build, primarily for playing less graphically intensive games such as League of Legends, CSGO, etc.

Specs:

Mobo: GIGABYTE GA-H110M-A (rev. 1.0) LGA 1151 Intel H110 HDMI SATA 6Gb/s USB 3.0 Micro ATX Intel Motherboard

PSU:
SeaSonic M12II 620 Bronze 620W ATX12V V2.3 / EPS 12V V2.91 SLI Ready 80 PLUS BRONZE Certified Full Modular Active PFC Power Supply

CPU: Intel Core i5-6500 6MB Skylake Quad-Core 3.2 GHz LGA 1151 65W BX80662I56500 Desktop Processor Intel HD Graphics 530

RAM: Crucial 8GB (2 x 4GB) 288-Pin DDR4 SDRAM DDR4 2133 (PC4 17000) Desktop Memory Model CT2K4G4DFS8213

I've been trying to play League of Legends but have been experiencing an almost constant stutter the entire time I play. It's hard to describe but I have been experiencing it in every game and also have attempted to watch a video on Amazon Instant and am seeing random horizontal lines when there's movement on the screen. In the League client I have my FPS capped at 60 and have tried playing on very high, high, medium, etc. but the problem persists regardless. While researching the issue I've come across a lot of people who found "fixes" that worked for problems similiar to mine with the same card or a card similar. I've tried to fix it using some of these methods such as: reseating the GPU, a clean uninstall and reinstall of the latest drivers, a rollback to previous more stable drivers, disabling/uninstalling the Nvidia audio drivers, changing various settings in Device Manager, changing various settings in Nvidia Control Panel, making various changes to the League in-game settings and more but none of these have fixed my problem. My previous PC before this was 8 yeards old and had a GTX 570 but League ran extremely smooth on it so I am sure that it's not a problem with the capability of the new card. It is still under warranty with Newegg as I just put it together less than a week ago, but I have already thrown away all of the padding in stuff included in the box, however I do still have the box. So, my question is does anyone have any other suggestions that I can try or is my best bet trying to see if I can send it back for a replacement?

My benchmarks failed on the 3D Mark as something is stopping it from changing resolution. Once I figure that out I will post my results.
I was going to suggest trying another PCI slot but I literally just built a computer with your exact board and know there is only 1 to use...

Just thought of a couple things:
Have you tried a different connection to the monitor, or tried a different cable?
Are your motherboard and specifically your chipset drivers up to date?
Have you tried to run off the onboard graphics? (I know it only has a HDMI out, hopefully your monitor has HDMI in).

Hey, thanks for your response. I haven't gotten a new monitor but I was wondering if that could be an issue. I used PerformanceTest 9.0 to benchmark and here are my results:

The monitor is an old Zalman but I booted using my brother's new LG Ultrawide using an HDMI and encountered the same problem with League and with screen tearing while watching a video on Amazon Instant. I then booted from his system on his monitor and watched the same video and there was no problem with any sort of screen tearing. Not sure what step to take next but I appreciate your help.

EDIT: For some reason my League client is repeatedly bug-splatting now so I can't test this but for the Amazon video if I have it fullscreened there is a lot of tearing but when I don't fullscreen it I don't see any tearing at all. What could this be?

I'm not sure if this was exactly what fixed the problem but as of the last two days everything has been working great for me. I had read in another thread that I can't find now that with the new Windows update the Xbox app was set to auto-record gameplay and that could be affecting things. So, I went into the Xbox App, down to Settings and over to the Game DVR tab and set the Recording to Off (Should be on by default). As I said I'm not exactly sure if this is what fixed my problem but everything is working fine as of right now for me.
