My budget 115$ and If possible I'd also like a recommendation for a good thermal paste to use.If it helps to narrow it down, noise does not matter at all to me as long as the cooler will last and does its job well as I will be making very extensive use out of it. Thank you very much in advance!

Solution
Thats a lot of money for a CPU cooler, if you don't need a liquid cooler.

The Cryorig H7 is excellent, its 35 bucks, and it comes with perfectly good thermal paste.
