That depends. What resolution will you be gaming at? What is the vert refresh rate of your display?
Ill be going for 1080p smooth 100ish FPS at most games, I will be upgrading to a 1440p monitor which I would love to play at a constant 60fps ( I will be locking the FPS) Would this be achievable with my 8350 1070 and 12gbs of ram ?

If you want to maintain only 60 fps at 1440p, I would think it would be doable with the FX-8350. It's only when you try to get into the stratosphere of FPS that you may have problems.
At 1080p/60Hz however, it will be more card than necessary since you'll never see more than 60 fps anyway. Even my 1060 3GB gets me a steady 60 fps at 1080p/60Hz with my FX-8350 @ 4.7 GHz. So bottom line, I would not hesitate getting the GTX 1070 with your system.
