IP address conflict issue

I have a wifi network with a hotspot server. The server also acts as a DHCP server. The WiFi access points dont have any security as they need a login/password from the hotspot server to get internet access. How can I stop someone from maliciously using a static IP on their WiFi device which is the same as my hotspot server and cause an IP address conflict?
 
Solution
You can't. You can use an unusual private IP address to make it much less likely, but a static IP is set by the user of the device. If they know what your server IP address, they can set their device the same. You MIGHT be able to hide the true address behind a DHCP relay. I don't have a good answer.
