8350 is running so bad need help, advice

Solution
Turn PC off
Open your case.
Just below the 24 pin atx power connector is a small vertical switch marked 'slow mode'

Ensure its flicked down to the off position.

Restart PC.
Check your clocks under load again.

Corsair Vengeance Pro 2133 DDR3
PSU Antec 850 Watt
MSI GTX 970 GPU

Can you show AMD Overdrive while you're benchmarking or playing a game, something that actually makes the CPU do some work. Idle temperatures aren't very helpful. Your benchmark indicated that your CPU clockspeed was staying at 1.4GHz, which indicates something is causing throttling. Either high temperatures, or maybe a power setting, make sure your Windows power setting isn't set to 'Power Saver' or anything like that.

OMG, can't believe I've been so dumb lol, Thank you to both of you, it was running in slow mode, flicked the switch down and everything is working as expected, thank you so much to both of your replies :)
