The "static" (bad ground) might be in the building wiring, the power strip, the power cord, the PSU or whatever else might be in the path between the building's electrical ground rods and the PC's case. Try an outlet from a different room. If your kitchen stove has convenience outlets, that should be a good one to use since stoves usually have a dedicated cable run and breaker. If the "static" goes away, then you know that the broken ground is between the breaker/fuse box and whatever your PC plugged into. If you still get "static", then the issue is either bad building ground or bad ground between the plug and the PSU/chassis. In principle, if it is a building issue, you should be feeling the "static" from every grounded appliance with exposed metal when your PC is plugged in.
