I need help with display on monitor

Hi, I recently bought a computer off someone on ebay, he told me he disabled the dvi port on the motherboard in the integrated graphics in the bios, but the computer comes with an asus radeon hd 7870 video card, it has two ports which has me very confused, I plugged in a vga cable in the motherboard vga port and it gave me no signal at all on the monitor, do I need to get an adapter for the DVI-I AVG port in the radeon hd 7870 in order to connect it to the monitor to get a display on the monitor??

I just want to know how to get a display on my dell monitor p2213

Your link doesn't work, it just took me to Outlook.
Anyway, no you can't use the motherboard VGA when there's a graphics card installed. Your monitor will have a DVI port, so if you buy a DVI cable you should be able to connect it directly to the graphics card.
