Games suffer from very low framerate that goes away with fraps

I have had a PC with a i5 6600k and R9 390 for close to a year that, up until now, has been giving me no problems. Recently however, I have been getting extremely low frame rate whenever I start a game and load times clock over 2 min (ex: CS GO). For some reason though when I run fraps in the background my framerate goes back to what it was before and load times are normal (ex: CS GO returns to 15 seconds). I would appreciate any insight on what could be causing this. I have done a system backup and checked for malware and neither solved the problem.

Mmm, i'd just do a reinstall of Windows, Fraps if anything, should be hampering your FPS and performance, not improving it.

only thing I could think of is something is preventing your CPU from running at full, speed, but somehow fraps interferes with that or makes it work harder.
