Theoretically you could get a build with the GTX1070 if you use only budget components and a really cheap cpu but this is absolutely not recommended.

If you want a computer with a GTX 1070 you should also spend enough money on other hardware in order to reach the full potential of the GTX 1070.

It would be like buying a 4k tv but only watching vcr. It has the potential but other components are holding it back.
