CPU Cooler Mounting Position for Xeon CPU

OK, so i modded a xeon x5460 on ASUS P5K-Premium mobo and running it @3.8Ghz without touching the voltages.
( its on 1.24v by default and its stable )
Im using CPU Cooler Xigmetik LOKI SD 963 but the temps are reaching 85C+ on full load.
Same cooler i used for core 2 Quad Q9400 @3.5Ghz with 1.3v but the temps never crossed 75C on load.

As you guys know the mounting position of Xeon 771 socket are different from 775.
So if i do a 90Degree position CPU cooler mount, will it make a difference in lowering the CPU temps?
And the most important. my CPU Case is old and PSU is upward so if i revert my cooler to 90Degree position the hot air from CPU cooler will blow towards PSU.
Is it safe?

Yeah, for those direct contact pipe coolers, it's best if you apply a small amount to the cooler base first, then scrape around with a credit card. This fills in the gaps between the pipes and base, then apply paste as normal. Applying just a rice grain like a regular flat base cooler such as your friends doesn't work so well since the tiny gaps left tend to hold air, not paste. Also, those pipes are best turned sideways to the die, otherwise the center pipe gets all the heat from the die, and the 2x outer pipes get squat, making the cooler less effective.

I tried Push + Pull style but i get low temperatures when im only using push ( 1 fan ).
No there is not any intake fan from front side but there is FAN on the side panel which works as n exhaust,
should i invert it and use as intake?

Yes, you need as much of air intake as exhaust. There are two schools of cooling, some advocate positive, some negative pressure in the case but main and common goal is to have as much airflow as possible. If you are getting sudden CPU temps increases which level after a while it could also mean that better TIM paste may be in order.
There are other components to consider so a front positioned fan would help too.

Right now:
my CPU temps IDLE are ~60C @3.8Ghz OC Voltages are 1.224V
I'll invert it and use as an intake.

Max i hit while gaming are ~90C

wait what :O
70C for max !!!
even without overclocking and stock this processor runs 60C idle and 75C on full load.
The problem comes ( high temps ) when i OC it.

Ok so i put 2 front fans as intake and 1 side panel as intake and 1 fan inside to exhaust, but still there is no improvement in performance.

An idle temp of 60°C is kinda important. It's going to set the minimums for loading of any sort.

What bothers me is the fans in the cooler. In no way are you supposed to get higher temps with 2 fans than using a single fan. We're both mounted correctly with flow direction towards the exhaust fan? Or were both mounted blowing into the heatsink? (that's a common issue believe it or not)
Are the fans run 100% dedicated or are they bios speed controlled and run off a splitter? Or is one set on sys_fan header?

Yes im using PUSH + PULL.
In bios i put fan controll on High Performance so both fans running at their maxed speed, PUSH running at 3000RPM and the Pull at 2800RPM.

Oh i see.
Do you have any suggestion for 775Socket Cpu cooler that can handle this xeon?
Also what do you think about Cooler Master V6 GT?

Im not sure to be exact in measurements but can you look at this?
Maybe because of poor thermal paste im getting this?
