Like I said, your CPU is bottle necking that video card. Since, you are already at 4.4 GHz and I believe can not overclock any more, there is only one way to get things sorted out - upgrade the CPU, you'd notice a rise in frame rates by 5-15 fps (under same settings and conditions) if you upgrade to an entry level cpu like the i3 6100.

And yes if you are wondering, why you can run Hitman Absolution but not BF4, then you should know that how your system can run a certain game is also dependent upon the engine being employed by the title and how the game has been optimised to run upon a particular platform.

I am pretty sure you'd be able to play plenty of other titles with that set up but would be left severely wanting for...

You'd never know unless you run some tests and find out. I'd usually download and run GPU-Z and check the GPU load. If the frame rates are poor with the load on GPU not having maxed out, then it is very likely that your CPU is holding things up.

Things are also dependent on the game's engine and that is why some games do great while others don't. My suggestion would be to check the performance of your GPU. That is either going to solve your problem or take you a step closer to its solution by eliminating any confusion regarding your GPU getting bottle necked, which highly seems to be the case to me.

I just ran some test and GPU on bf is running at 50% to 60% and CPU is always at a solid 100% However I ran Hitman Absolution benchmark and got avg fps of 41 and the gpu was running at 99% and the cpu was running at 54%

I am pretty sure you'd be able to play plenty of other titles with that set up but would be left severely wanting for some more power while trying to run some other (like BF4). So, whether to upgrade or not, is entirely up to you and the types of games you'd want to play.

I have tried a lot of different titles like Skyrim, Dishonored, Fallout 4, Shadow Of Mordor and Rust and non of them run over 20 fps

Try runnning BF3, Sleeping Dogs and the likes that do not require multiple cores and hyper threading. Long story cut short, days of the OC friendly G3258 are over.

dual cores just dont do very well, especially online

do you monitor cpu temps? should be getting more than 20 fps though

GUYS I GOT IT! for some reason this thing called svc host is taking up tonnes of the cpu usage making the games run worse because too many things are running and the rest well, time for i5 4690k and the temps are through the roof for some reason idle 86 degrees celsius and load 100 degrees wtf
