Is the paper clip method 100% accurate when trying to determine if a PSU is dead?

Hi, after months of deciding which parts to buy for my new computer i finally decided and bought everything, and took those parts to my country to build the computer (yesterday).

Now when connecting the motherboard, ram, cpu, and coolers i had the awful surprise to see it wouldnt boot up, after hours of troubleshooting i tried the paper clip method on the power supply. It wont turn on.

Does this mean that the power supply is defective?

Please note that the motherboard (asus z170-a) power light turns on, but when trying to turn on all the pc it doesnt boot up (i also used the button in the motherboard to boot up)

Is there another way to test those components to see if they are working? (cpu, ram, motherboard) and no. i dont have another PSU compatible, the other one i have only has 4-pin for cpu, and this motherboard uses 8-pin, the other connectors are the same.

The power supply is a seasonic s12ii. Its has 5-year warranty, but being in Argentina is difficult to send it back to usa, for rma and then getting it back.

I have tried all of that before. Yes, the speaker is connected, but it doesnt beep, and the motherboard has 4 post-error leds that turn on when something is wrong, but none of them turn on.

What? how is that?

Also, i posted lots of thread here to see which components to buy (including the PSU) and then to see if all of them were compatible, no one said any of them were incompatible.

Yes. the stand-by led is on when connecting it to the power supply, but when i try to boot it up, the motherboard led that indicate that is booted up doesnt turn on, neither the fans.

Seasonic recommend you try this test, so if you're doing it correctly and your PSU doesn't turn on I would contact them directly about RMA. I believe some power supplies protect themselves from very low draw so it is possible that the PSU isn't the problem but if you have no access to another one for testing then I suggest this is your best first action.

But if the power supply is dead, why does the motherboard stand-by light turn on when connected? and also when i have the mouse plugged in and then i connect the pc to the wall the mouse leds turn on (happens with every pc).
 


Because apparently the standby rail is operating correctly but the turn-on mechanism is not. It apparently was damaged in shipping somehow.
