Inspiron 530 updrage questions?

Hello, I have read many posts regarding upgrades to an Inspiron 530, and I could use some advice as well. I know the system is old, and I know I can build a new system myself, but that is not my goal. I’m a middle aged husband and father to a very active 2 year old. The PC is used for household finances, surfing, etc, and playing a few older games, most notably CIV 3. I don’t have the money or the time to invest in a true gaming system. (Maybe when my son gets older). However, I would like to upgrade my system in order to play CIV 5 and Skyrim. I have the G33M02 motherboard with the original Pentium Dual CPU E2140, 300W PSU, 3 GB ram, 32 bit home vista. Total budget is $100.00. I have seen the list of potential CPU’s on other posts, researched GPU’s and PSU’s, and I have a few questions:
1) No matter which CPU I research (Core Duo E8400, E8500 or E8600), I see prices ranging from $10 to $250, all seeming to offer new CPU’s. How can there be such a price discrepancy? 2) For the GPU I have selected Evga GT GeForce 610, 1 GB low profile. I know this is an older product, but it will meet my needs and be a dramatic improvement over what I have. And it is very cost effective at $35. Question: Will I need a new PSU to run it? (I stress the word need!)
3) If new PSU required (not suggested) I was thinking of Evga 450 B1 80+. Again very price competitive for needs compared to noise level. Question: Can I get better for less money?

I add the list, because you will change the cpu you need the thermal paste too. Also you should get other GPU, like r7 240, which is much better than the gt 610 ( gt 520 rebranded ), and 300W PSU from dell can handle your whole PC with the new cpu+gpu, you don't need the new PSU.
