My two-week old rig isn't booting at all. Was working just fine yesterday. I've tried clearing the cmos, swapping cables around and changing boot priority. I don't know what else to do. I really don't want to reinstall windows because after looking at other threads that doesn't always work but I'm willing to try that as a last resort

That is really unpleasant.
Taking the drives to a professional is the safest bet.
Yet, if you want to, you can attach the drives to a working computer as secondary one and scan them with some data recovery tool.

I ended up installing Windows 10 on one of the drives that failed and attempted to use TestDisk and nothing appeared so on my newer hard drive, the SSD which is only about a month old I'm going to write over with zeros and if I have a problem with it I'll RMA it. It only held the installed programs on it along with the OS so I'm not too concerned with it. As for the other one, I'm sure it's due to bad sectors since it's roughly three years old. I'll be making sure that I create system images every week so that I'm better prepared if this happens again.
On a side note, I want to thank Western Digital's customer service for being incredibly responsive and supportive. The external drive I use for my games also failed (not listed in this post) and you guys helped diagnose it and also resolved my issue very quickly
