Slower Boot speed with very slight OC?

Hi all. After a while of looking things up, I finally decided to buy a Hyper Evo 212 and jump into the world of overclocking. I have a Gigabyte Z97-D3H motherboard and an i5 4690k processor, currently running at 4GHz and at 1.19V (according to CPU-Z.) All was going well until I turned the multiplier up to 40, making my processor run at 4GHz; however, when I exited the BIOS and tried to launch, there was no input signal on both of my monitors. I restarted about 3 times and nothing happened, so I just left it with a blank screen. After 5 or 10 minutes, my monitors came back to life, and all was working fine again. I ran a stress test, and my temps averaged 56c. I then restarted my PC again, not going into the BIOS. It took about 20 seconds until I got any signal on my monitor. I have Windows 10 installed on an SSD, and I've never had a problem prior to this.
