don't think so. most 300 watt power supplys cant supply the amount of 12v amps needed to just run the card alone not considering other devices will need 12 volt power.
best to get a good 500watt psu most psu below 500watts are not even worth it.

No, the RX 460 is only an 85W GPU. There are multitudes of 300W power supplies that will handle it fine along with the rest of his system, though a specific model is necessary to ensure it's not a piece of crap.
