New consoles are coming out soon that will be twice as powerful as the current ones. Is this likely going to impact frame rates at 1080p 60hz? Since many AAA titles are ported over, will those games have greater detail on those new consoles at 1080p or just displayed at a higher resolution? I want to be able to run 1080p 60hz at max settings for the next 3 years. I may also run mods for improved graphics on games like GTA V. I'm currently running a 660 TI on a 3570K with 8GB ram. I was going to get a GTX 1060 6GB but now I think the 1070 might be a better option. Thanks for your comments on these issues.

Yes, if the consoles have better hardware they will take advantage of it, but the hardware is nowhere near as powerful as most peoples gaming PCs are. I think that if you get a 1060 or a 1070 you will be fine for quite some time @ 1080p.
