R7 250 1GB DDR5 performance with 3GB RAM DDR2

Hi! I sold a R7 250 to someone but he says that the card is not performin better than his previous card which is a lower performance. I thought that is because it's because of his ram since he has only 3gb ddr2. For example he said that in Euro Track Simulator 2 it only works on low details and it should work on better details. He said that he has a quad core 3Ghz processor, idk the exact brand. And he also run win 7 32 bit. Any idea how to improve the performance?

He said it's a dell optiplex computer.

3 GB of DDR2 RAM is not enough for gaming.

It should not be your issue that his system is not running like he thinks it should, have him run 3DMark and compare the video card scores. The R7 250 should be about 50% faster in most tests if not more.
Euro Truck Simulator 2 is an old game, it should run past low, unless there are other issues with the system, or the card is actually bad. 3DMark would show how the card is.

Not likely but possible, usually systems with an insufficient power supply crash not run slower.
