Micro stuttering on gaming pc

I have been trying to fix my new homebuilt pc's stuttering issues. I made a bit of progress but I can't figure out why every time my fps changes, the game stutters for a minute. Its fine when the games are running at 60 but when the fps drops it is no longer ridged and changes frequently, and it stutters constantly. Its been driving me mad and I have a hunch winfows 10 is messing something up. And no, its not lag its micro stutter I've been gaming on PCs long enough to know this isn't normal. I've changed all of the nvidia control panel settings and nothing is fixing it.

PC specs:
I5 6700k
Gigabyte gtx970 windforce xtreme gaming
16gb trident z 3200mhz ram
Krait gaming 3x motherboard
≈250 GB ssd
2tb 5400rpm hard drive
650 watt corsair PSU (its high quality)
'Old' 60 hrz monitor, tried dvi to VGA and hdmi used it with previous PC didn't have this issue
Cryorig h7 CPU cooler
High airflow no overheating issues on anything
Os on ssd, paging file on ssd 3000 mb

Thanks for responding, I've tried ddu, didn't do much and ive also tried tinkering with the ram. It works the best with xmp off 3200mhz I think. I have a corsair rm650x and yes I have the processor over clocked to 3.9mhz.
