Dell Optiplex 780 won't boot

I bought a cheap Optiplex 780 off of ebay. Had to get ram from a different vendor since the computer had no ram. I bought 2 4gb modules. Get the computer, try to boot it up. It beeps once long, once long, twice short, then a long pause followed by two more long beeps. I don't find that anywhere in the boop codes on Dell's site. Tried it with and without Ram, same beep pattern. Tried testing the power supply with the button the back and the PSU light turns on. When the computer is powered up, the 1 and 3 lights are on on the front of the computer.

I think this might be a microprocessor failure, that seems to be the only thing that those beeps indicate, but I'm not sure. I'm not sure what else to try, but since I didn't put a lot of money into this, I'm not really caring much if it doesn't work and I just send it back. The beep code seems to make no sense though.

Its a 2.6ghz Intel Core 2 Duo with a 160gb HD. Not sure what else as I haven't been able to get it running at all. I just bought and recieved it and tried booting up and ended up with this.
