problem missing operating system

i have a problem with my windows instalation . i have a windows 10 64bit laptop and i want to format it and install windows 7 32 bit and i cant . i made my usb stick 16gb bootable and i put the operating system in it . when i try to boot from usb a message comes to my screen and says that ''missing operating system ''? can anyone help me plz ?
 
Solution
Yeah that should work, but some motherboards wont boot off usb media, while others will. So I suggest just using Rufus to burn the iso image to the usb, and see if it works. The same can be said that some motherboards wont boot of the usb stick itself, no matter what image is burned onto it, so also try a different usb drive.

i downloaded the op.sys windows 7 sp1 from dreamspark (our univercity gives us for free from that site .) i have used that site about 20 times before to format other pc's or my own desktop .so its trusted . yeap it is an .iso image . i mount that with deamon tools and copy paste to my usb stick . the 1st time .
the 2nd time i used the tool from microsoft and i had the same problem . i searched google about that and it had not answers

i have done 3 formats on that laptop with the same way .. ill try that rufus and i will reply
i think that problem is a window's 10 problem and not motherboard's
