which website is safer to buy games

such sites have been mentioned here for a long time.
If the game costs less than the game costs, how could any site get it a huge discount compared to steam? (based on number of copies sold? unlikely, steam is selling a lot)
Most such sites rely on "grey market" keys, which either are legal or not. In case of legal, it's all fine and you won't likely lose the game at later date but if not... you stand to lose the game you bought.
out of the two listed, ozgameshop seems more legit, based on the fact that most games they seem to sell are not at half or under half of what it is going for elsewhere.
