is there a way to change out the heat sink cooler on a optiplex 780 mini tower to something smaller ? to give me more room for a larger video card . i have seen where people have put a water cooler in them but i dont want to do that. so is there any other way or options to do this?

Exactly what model of OptiPlex 780 do you have?
They come in several sizes.
I can not imagine how changing out a cpu cooler would give you any extra room for a graphics card.
What graphics card do you have in mind?
If you have a slim case, you will need a low profile version.
What psu is installed? That will be a limitation on how strong a graphics card you can install.

You should be able to use a stock intel pushpin cooler.
Your motherboard looks like BTX format.
That said, the specs say you should be able to install a graphics card up to 4.376" high and 7.4" long.
That would accommodate a number of cards such as this evga GTX750ti which is only 6.7" long:
