Is there such thing as "PCI Lanes" ?

I am planning on building a PC server with quite old hardware (~2001 era parts) in order to have a build be compatible with a variety of older hardware, both internal and plug/play. I may however most likely have to utilize a back-plane solution since ill have (so far) about 10 PCI cards, excluding the graphics card or networking cards.

My question is, if whether old cpu's or motherboards, have a throttle or limit to pci (and ISA) card quantity. I am aware of some newer Xeons have 40 lanes for example for PCI-E cards, but im wondering if the same would apply to PCI, and if not, is there limitations based on the cpu or is it more like, how much can i plug in before I blow my PSU up?

Peripheral Component Interconnect (PCI) peak transfer rate is 133 MB/s (133 megabytes per second) for 32-bit bus width. Conventional PCI's heyday in the desktop computer market was approximately 1995–2005. PCI has become obsolete for most purposes. I have seen motherboards with five PCI slots although I am not familiar with anything that would be capable of using ten PCI cards.
